The rest of public health is built on this foundation. It may be that certain groups only have one tool, such as a hammer, so to them every problem looks like a nail.<br /><br />This can also apply to HIV in Africa, where the foundation should be clean medical equipment (after providing clean water) before addressing these other issues.<br /><br />At this venture, with an ongoing epidemic, secondary prevention (identifying those who are infected and preventing them from spreading the infection to those at risk around them) is the most directed and cost-effective method of preventing further infections.
